Nepal in the last half of the 20th century has witnessed an increasingly complex and dynamic mix of rising political, economic and social awareness and expectations, alongside societal disruption and increasingly disparate lifestyle conditions, punctuated by dramatic socio-cultural changes. Even security scholars have divergent and varied definitions of national security. Many scholars agree that there is no uniform opinion as to what ‘security’ means and that it is essentially a contested concept. Walter Lippmann, who gave one of the first recorded definitions, said that ‘a nation has security when it does not have to sacrifice its legitimate interest to avoid war and is able, if challenged, to maintain by war’.
