The Politics of Balanced Interdependence provides a comprehen- sive overview of the key issues underlying Nepal and South Asian regional cooperation. Its thematic development is dominated by two main aspects: Nepal’s search for independence by maintaining a balance between its two immediate neighbours, China and India, and by seeking as much participation in multi- lateral diplomacy as possible. However, Nepal’s foreign policy strategy does not necessarily reflect the complexity of balanced interdependence that has been so vigorously advocated by its policy-makers. Wide-ranging disparity between the stagnant Nepali economy and the relatively more advanced and com- petitive economies of the region has raised basic problems for the much talked about cooperative regional economic relations.
Nepal’s water resources, for example, provide scope for greater South Asian cooperation, but the country is preoccupied with strategies to ensure that a big country like India does not enjoy a disproportionate share of the electricity to be generated from its rivers. While regional interdependence demands magnanimity from the pivotal powers, it also expects the smaller states to fulfil their minimum obligations towards the former.
The author draws the conclusion that the future of ‘balanced. interdependence’ is dependent on both the prospective behaviour. of some of the core members of SAARC and their internal cohesion and economic development. Given the turbulent South Asian situation and looking at the sluggish economic progress made by some of the countries like Nepal, it seems there are more hurdles than prospects of cooperation and balanced interdependence.
Lok Raj Baral is Professor and Head of the Department of Political Science, Tribhuvan University, Kathmandu. He obtained his doctorate from the School of International Studies, Jawaharlal Nehru University, New Delhi, in 1974. He was a Fulbright Visiting Professor at the University of Illinois at Urbana-Champaign in 1984-85.
Dr Baral’s major academic works include Oppositional Politics in Nepal (1977); Nepal’s Politics of Referendum: A Study of Groups; and Personalities and Trends (1983). He has also published a number of research reports and monographs on domestic politics and South Asian regional cooperation, and contributed several scholarly articles to national and international journals like the Nepalese Journal of Political Science; Journal of Development and Administrative Studies; Asian Survey; Pacific Affairs; Asia Pacific Community; and International Studies (New Delhi). Dr Baral is a former President of the Nepal Council of World Affairs and the Tribhuvan University Teachers’ Association.
