Launched in December 1994 at Nagarkot, Nepal by a consortium of South Asian non-governmen- tal organisations (NGOS), South Asia Watch on Trade, Economics & Environment (SAWTEE) is a recognised, registered, non-profit, non-governmental organisation. The organisation operated as a loose network until 1999 and was formally registered with District Administration Office, Kathmandu in the same year. It operates as a regional network through its secretariat in Kathmandu and 11 member institutions from five South Asian countries, namely Bangladesh, India, Nepal, Pakistan and Sri Lanka.
SAWTEE’s goal is to enable South Asian communities to benefit from and minimise the harms of changing regional and global economic paradigms. Its broad objective is to build the capacity of concerned stakeholders in South Asia by equipping them with knowledge, information and skills to voice their concerns in the context of globalisation and liberalisation. Its specific objectives include:
analysing the impacts of multilateral and regional trade agreements and their functioning; conducting programmes that enhance the participation of developing countries, in particular least developed countries (LDCs) and land locked countries, in the global trading system; contributing towards the process of regional integration within South Asia;
⚫ establishing linkages and promote cooperation with other organisations/agencies having similar objectives; and
⚫ conducting research and advocacy programmes on trade, regional cooperation and sustain- able development issues affecting South Asia.
SAWTEE follows a five-pronged strategy to achieve its objectives.
Networking: Establishing institutional linkages with various national, regional and international institutions that are working in the areas of liberalisation, globalisation and sustainable development. Capacity building: Conducting capacity building activities at various levels through training workshop, information dissemination and internship programme.
Policy research: Conducting policy research on issues such as WTO rules, regional cooperation, environment and development dimension of trade liberalisation.
Advocacy: Organising conferences, seminars, policy dialogues, consultation meetings, talk programmes and interaction programmes.
Sensitisation: Publishing and circulating briefing papers, newsletters, discussion papers, monographs and policy briefs on issues related to globalisation, liberalisation, multilateral trading system, regional cooperation, competition policy, environment, farmers’ rights, intellectual property rights, gender, food security etc.
